Have you tried using a USB adapter? That looks really bad. Heck I get better pings than you when I ping your ISP:
There might be some firewall or firewall rules or antivirus or even some OEM software that conflicts with your drivers. Perform a clean boot (use a search engine if you're not sure how to do this) and see if the WiFi still has problems.
